Reading the results

Each row describes a requirement, proposal or connected provision in its jurisdiction. Model codes, local law, published standards, guidance and drafts have different authority. Read status details and exceptions with every provision; the SIA consultation draft expressly says it has no validity and must not be applied. Coverage is selective, and the cited edition does not establish every later amendment or local adoption. (US Department of Justice 2010; International Code Council 2023; Australian Building Codes Board 2026; SIA 2025)

In the ADA and IBC receiver tables, the hearing-aid-compatible minimum is part of the total receiver count. Do not add it to that total; read the associated exceptions as well. (US Department of Justice 2010; International Code Council 2023)

Codebook

requirement_id

Stable source-based identifier plus a descriptive requirement suffix.

country

Country, or European Union for the regional rail regulation.

region

State, city, UK nation, institutional scope or model-code adoption level.

instrument

Name of the law, regulation, code, standard, policy or guidance.

instrument_type

Document type; this is distinct from whether it has legal effect.

edition

Edition, consolidation, version or amendment date actually read. This is not automatically the date a duty began.

buildings_or_rooms

Building, room, service or equipment scope, including thresholds where relevant.

requirement_type

Subject: system, receivers, coverage, signs, counters, performance, maintenance, effective communication, access or alternative design.

requirement

Source-based paraphrase. Recommendations and draft proposals retain their conditional wording.

technology_named

Technology explicitly named in the provision or its identified explanatory context. None specified in this provision does not mean that every technology satisfies it.

status

Authority/status classification described below.

status_detail

Effective-date, adoption, archival-edition or institutional qualification. Read this with status.

exceptions_and_limits

Material exceptions, scope limits and unresolved matters. It is not an exhaustive reproduction of the instrument.

source_id

Library source identifiers supporting the row, separated by semicolons. Feature-specific and supporting-source columns retain their more precise roles.

source_locator

Original page, section, table or model entry supporting the row; source names identify locations when several originals are used.

checked_date

Date the record and relevant original passages were read for this table, including existing archived copies. It is not necessarily a new retrieval or a verification of every later amendment.

funding

Source-record funding labels. With multiple primary sources, each label is followed by its source id in brackets. Funding detail remains in funding_detail where supplied by the earlier compilation.

limitations

Row-specific interpretation limits and source-record reading limits. Missing information is not reported, never an inferred zero.

Compilation and interpretation

requirements-by-country.csv was compiled on 2026-10-13 for q37. Its 85 requirement rows use 27 primary sources: 24 existing records and three new primary-source records. Source-record limitations also refer to one contextual record. It covers selected national, regional and local provisions in Australia, Canada, Germany, New Zealand, Switzerland, the United Kingdom, the United States and the European Union. No question page or German summary is changed by this compilation.

An independent citation audit on 2026-10-13 checked every row against its records and archived original passages. The report's Audit section lists corrections and remaining reading limits; the audit did not establish later amendments or local adoption.

Each row describes one requirement or closely connected provision within one jurisdiction and instrument. Receiver tiers stay together as one counting rule. The same building may be subject to several instruments: rows are not mutually exclusive, and receiver totals from different rows must not be added. A national model code, a local law and a project design guide have different authority. For example, Australia's federal Premises Standards and its NCC model provisions have separate rows despite similar wording. (Australian Government 2024; Australian Building Codes Board 2026)

Status values are in force, model code, published standard, guidance, draft, licensing policy, and enacted; commencement unverified. in force identifies the operative legal instrument represented by the cited edition; it does not assert a complete current-law survey for every location. published standard establishes publication, with adoption or institutional effect explained separately. The British station code separates mandatory counter provisions from recommended PA loops and maintenance. The Swiss draft explicitly cannot be applied. (Department for Transport 2015; SIA 2025)

The Australian transport amendment is deliberately marked enacted; commencement unverified: the archived as-made text ties commencement to parliamentary disallowance and does not give the resolved date. Its signage row applies to signs installed from commencement, and the lift row includes new premises/infrastructure and newly installed lifts. Do not turn those rows into unconditional duties for all existing assets. (Attorney-General of Australia 2026)

The CSV is UTF-8, comma-delimited, fully quoted, with a header and LF line endings. Values are text; dates use ISO format. There are no formulas, blank cells or inferred zero values. Rows sort by country, region and requirement id. Receiver numbers retain the source denominator (seats versus persons accommodated), rounding rules and loop exceptions. US ADA and IBC full-seat-loop exceptions remove the hearing-aid-compatible receiver minimum, not the total receiver count. (US Department of Justice 2010; International Code Council 2023; Australian Building Codes Board 2026)

Coverage follows the library and readable primary texts, not a worldwide census. Missing countries or instruments do not mean no requirement exists. Manufacturer interpretations, product radio approvals, personal-device obligations, classroom sound-field systems, interpretation and captioning are excluded. Paywalled standards are not expanded from tables of contents into numerical requirements. The q37 research report records provenance, omitted material, existing-record concerns and review priorities.

Change log

  • 2026-10-14: Scoped two copied US regulation limitations to the general effective-communication provisions after checking the archived clauses.
  • 2026-10-13: Migrated 85 rows with codebook and source provenance into the data section.
