Summary

The EU's binding accessibility rules for rail stations and trains, which require an induction loop at one or more ticket, information or assistance desks and set intelligibility targets for spoken announcements, but do not require loops on trains.

Key findings

  • Point 4.2.1.8: where manual ticket sales counters, information desks and customer assistance points are provided, "a minimum of one desk shall be fitted with an induction loop system for hearing assistance". If a glass barrier separates passenger and seller, it must be removable or an intercom must be fitted.
  • Point 4.2.1.10 (stations) and point 4.2.2.7.2 (rolling stock): where inductive loops are fitted, they must be indicated by a sign or pictogram as described in Appendix N, which takes the loop symbol from ETSI EN 301 462. The rolling stock text requires the sign only where loops are fitted and does not require loops on board.
  • Spoken information in stations must reach a minimum STI-PA of 0.45 (point 4.2.1.11). On trains, the public address system must announce the destination and next stop, give the next stop at least two minutes before arrival where possible, and reach STI-PA 0.45 at all seat locations and wheelchair spaces (point 4.2.2.7.4).
  • Applies to new infrastructure and rolling stock placed in service after its date of application, and to existing infrastructure and rolling stock when renewed or upgraded.
  • Does not mention Bluetooth, Auracast or any other assistive listening technology besides the induction loop.

Limits

Read from the consolidated HTML text on EUR-Lex (amendments up to 28 September 2023, marked M4 where the 2023 amendment changed the wording); later amendments, if any, were not checked. It sets the number of looped desks and the sign, not loop performance, and says nothing on maintenance or testing. The 2014 date is that of the original regulation; the wording summarised is the consolidated text.
