Each row is an event, with its date precision and status at that event. Publication, national transposition deadlines and legal application are distinct; a deadline does not establish that every country completed adoption. (ETSI 2014; US Department of Justice 2010)

A historical published row does not establish that an edition is still current. First-day dates marked month or year do not assert an exact day. Public abstracts and previews do not provide the full paid requirements. (IEC TC 29 1981; IEC TC 29 2014)

Draft schedules and targets remain qualified: BSI's project stage-start dates are plans, not evidence of completed stages. (British Standards Institution n.d.)

Codebook

date

ISO date of the event, normalized to the first day of the month or year when necessary. Always read with date_precision.

date_precision

day, month or year. A normalized first day does not assert that an event happened on that day.

event_type

publication, edition, adoption, effective, withdrawal, consultation_open, consultation_close, progress_report or status_observed. edition uses the edition year when an exact issue date is unverified.

jurisdiction_or_body

The responsible body or geographic scope. An international or model standard does not by itself establish a local legal duty.

instrument

Standard, regulation, code, version or project involved.

change_for_assistive_listening

Supported change or milestone. Where a source establishes only an edition's existence or retained provisions, the wording says so.

status

Status at this event, using published, draft or withdrawn. published includes adopted final texts and their application milestones; a published consultation document remains draft. It does not mean an old edition remains current today.

source_id

Library source identifiers supporting the row, separated by semicolons. Feature-specific and supporting-source columns retain their more precise roles.

source_locator

Original page, section, table or model entry supporting the row; source names identify locations when several originals are used.

limitations

Row-specific interpretation limits and source-record reading limits. Missing information is not reported, never an inferred zero.

funding

Source-record funding labels. With multiple primary sources, each label is followed by its source id in brackets. Funding detail remains in funding_detail where supplied by the earlier compilation.

row_id

Permanent row identifier for links and question references. Keep it when correcting or moving a row; give new rows new ids and never reuse retired ids.

Compilation and interpretation

standards-timeline.csv contains 61 selected events supported by 37 library sources, reviewed on 2026-10-13. It covers the standard families named in job q19, plus infrared transmission, loop components and maintenance, New York City law, Canadian building provisions and British bus requirements.

One row represents an event for an instrument: publication, adoption, an application date, consultation or withdrawal. Amendments and their consolidated edition share a row when their dates match. A later publication can support an earlier event when its explicit history is the evidence. The source_locator identifies that history or the relevant clause.

The CSV is UTF-8, comma-delimited, with a header and standard double-quote escaping. Dates and citations should be imported as text. Rows are sorted by normalized date, instrument and event type; rows with month or year precision cannot establish a precise sequence within that period. There are no formulas, merged cells or presentation formatting.

Publication, national adoption and legal application dates are different events. The timeline does not treat a new edition as a requirement to replace every existing installation. withdrawn is used only for directly evidenced, dated withdrawals; supersession alone is not assigned an invented withdrawal day. A historical published row therefore needs its limitations and later events to be interpreted correctly.

IEC 60118-17 is still a draft in the material read. The April–June 2026 entries are BSI's national public-comment dates. Its November 2027 publication target is recorded only in a limitation, not as an accomplished future event. The 2026-10-13 row is an observation of an undated listing. Publication targets, national transposition deadlines and undefined project dates are not silently converted into completed milestones.

Coverage is selective rather than a complete register of every national adoption, correction or local amendment. Paid text is represented only by what was readable in public abstracts and previews. The q19 research report lists gaps, archive provenance, existing-record concerns and useful findings for other questions. No new question or translated question summary was created.

Change log

  • 2026-10-13: Migrated 61 rows with codebook and source provenance into the data section.
  • 2026-10-14: Added permanent row ids for question references; existing cell values are unchanged.
