Summary
Munich city hall's answer to a council motion for hearing systems in three meeting rooms, recording which systems were chosen and why, including a choice made on cost.
Key findings
- Answers a July 2017 motion for an induction loop in the small council chamber and a meeting room; the systems were planned with the city's directorate, treasury and disability advisory council.
- For the small council chamber it plans, as in the large chamber, infrared with individual receivers in the chamber itself (secure against eavesdropping, with no need to touch the existing floor) and a conventional loop on the visitors' gallery.
- Magnetic field and interference measurements showed that the gallery loops of the two chambers would interfere with each other and that compensation techniques would not solve it, so the looped areas on both galleries are limited, with signs on site.
- For room 209 (room 109 followed after a further review), a fixed radio system with individual receivers and a portable case system (ListenTALK) with neckloops were compared. Because the radio system cost about five times as much at nearly the same functionality, the participants, after a demonstration on site, chose the portable system, which needs no building work.
- The room 209 section on page 2 says the review involved representatives of the disability advisory council and its office; those involved chose the portable system after an on-site demonstration.
Limits
One city's decision record: it gives a cost ratio but no prices, and does not say how the radio system and the portable system were specified or quoted. Its account of the gallery measurements gives no figures. In German. The letter's own date is not in the text read; the month comes from the PDF's creation date (1 August 2019).
