Summary

The European harmonised standard that radio assistive listening devices up to 3 GHz can use to show they meet the Radio Equipment Directive's spectrum requirements, with an installation check for the band shared with digital radio.

Key findings

  • Covers assistive listening devices using analogue (FM), digital or hybrid modulation up to 3 GHz, their accessories, and hearing aids with telecoil receivers.
  • Sets a general transmitter power limit of 10 mW, up to 500 mW in 169.4-169.8125 MHz and up to 100 mW for accessories, never above the national limit for the band.
  • Describes the 500 mW systems at 169 MHz as one transmitter installed at a fixed location in a large auditorium, such as a church or theatre, serving receivers connected to hearing aids by wire or induction, and notes they may need an individual licence.
  • Gives an informative installation test for devices in 173.965-216 MHz: identify the local DAB channels, choose unused ones, install a test transmitter, then check DAB reception with a portable receiver at the site boundary, at the nearest house and outside a first-floor window.
  • States that it is a testing standard based on spectrum use and includes no performance characteristics users may need.

Limits

Tests spectrum use only: nothing on speech quality, coverage or the listening experience. Bands and power are set by CEPT and national rules (see ERC Recommendation 70-03). Version 2.1.1 (May 2017) was the latest in ETSI's public archive when read on 9 October 2026.
